The section you quote does not refer to JA's point as quoted in the original post. JA is quoted as saying, "The result is a slew of audio-band intermodulation products that contaminate the player's noise floor when it plays back CDs, reducing performance, in the worst case I have examined, to around 13 bits' worth of dynamic range." The quote of JA's you used related to the DV-50's jitter level. As for the dynamic range he said: "The increase in bit depth drops the noise floor by around 15db, implying DAC resolution at around the 19-bit level, which is excellent." It is, by the way, almost the exact same measurement he found for Theta's Gen. VIII. It does not appear the one quote relates to the other, but I could be wrong.
