Well you could run your Rogue Tempest amp into a switch box that splits the output into two pairs of left and right channels. One pair feeding your loudspeakers, the other pair padded down to a suitable voltage to drive the headphones.

This is a lot of effort to do due to constructing the L pad attenuators. The level of attenuation will depend upon the pair of headphones selected. As the result includes several wiring junctions and a switch the outcome in sound quality terms is not guaranteed. I did it myself many years ago before dedicated headphone amplifiers were generally available. The result worked in the sense of I could hear a signal through the headphones but it wasn't great.

A headphone amp would be far preferable IMO. However how to connect it to your system? The common way to add a headphone amp is to connect it to the out terminals of a tape circuit. Your Rogue Tempest does not have a tape circuit. This amp does have a pre out but that will not provide a line level output which as the volume control of the Tempest will still be in circuit. You may therefore need to switch connections at the Oppo end of things when swapping from speakers to headphone.

Sorry there is no really viable cost free option.
