I would say he is guilty, as always, of ironic detachment. He has vast wealth and could easily hired someone to have written an original speech. Or, with his talent, could have spent an hour or so writing something profound himself. Instead he, like a lazy schoolboy, banged something out cribbing off the internet. Dylan is very aware that his every line and utterance will be analyzed and critiqued to death. At one point there was a guy going through his garbage! He knew that his sources would be discovered and "exposed" by his pearl clutching critics who ust live for "gotcha" moments like this.
My guess is he didn't want the "honor" and was a actually uncomfortable with it. Certainly didn't need the money! So this was his way of saying "Thanks, I guess" like getting an ugly hand knit sweater from a fan.
Sometimes the apparent is the not the actual. I think it is a mistake here to take everything at face value. IMO, of course!
