My GF is Filipina and knows this singer well. He may not be actually trained as Maggie notes. As the Philippines is dirt poor I would not be surprised if he is self-taught. Regardless he sounds wonderful to me. And he is just sitting down too.
I go to the Philipinnes a lot and hear a lot of bands and performances there and have usually been really impressed by their bands and performances in the casinos.

I know not everyone likes her music but Celine can sing and so can Marcelito.
