No, as I posted above here, the discount is subject to what Qobuz can negotiate with the labels.
" It also suggests that streaming of those albums may be discontinued as well.". Yes. I have been writing to this effect on these boards for the past four years mainly to a silent response. There is no guarantee that the albums or even Qobuz will be here in 5 years time. Anybody who relies on streaming in substitution for purchases of music that is important to them is likely to find that they have lost their access at some future point.
Anyone who has worked in the record business will know that the ownership of recordings and musical works is impermanent and changes frequently. So Qobuz may have a streaming agreement with label A who have the (insert recording artist if your choice) catalogue but that can be sold to another label/music publisher later who have no such arrangement. Or,just as likely, label A's licence expires and nobody knows who owns the repertoire thereon to negotiate a replacement agreement.
