" I find it very difficult to believe they do not tweak advertised prices differently based on whether you have already paid for "sublime" or not."
They obviously do change the price for Sublime members v. Studio members. That is the point of Sublime. So, for example, the most recent Qobuz stream I played ( Pierre Hantai, Handel-Scarlatti) can be purchased at 9.49 CD quality to all, 13.49 hi-res to non-Sublime subscribers and 6.40 hi-res to Sublime members. That is a big discount (52%). All prices gbp.
What they are able to offer however is ultimately down to what the record label will sell the recording to them for. This is going to be inconsistent as record labels are always trying to work the catalogue in different ways.
I think that Qobuz could, however, improve the accuracy of their sales pitch from "exclusive discount on hi-res purchases" to " exclusive discount on most (or many) hi-res purchases".
