I was wondering if we were at cross purposes and you were talking about downloads for off line playing rather then purchased downloads. So I checked your original posting and purchased downloads it is. However all purchased downloads as complete albums are in TAR compressed files so I don't understand your point.
Here is the download page for a recent purchase. You can see that the audio download of the entire album is a compressed a TAR file ( a type of zipped file). Are you not seeing this?

So folder at album title level which contains files of individual tracks.
Are you certain that you are using " Download My Music " option?
