Inductors at line-level are extremely impractical. Very high inductance values are required. Marchand is the only commercial vendor I know of offering products of this type.
With PLL's, generally, the low-pass filter is constructed as RC combinations vice an LC. In this way you deal with some insertion loss, but it's a much better solution than using inductors.
That said, the active approach is preferable in many ways. Numerous variables that are circuit sensitive with the passive approach are reduced to insignificance with the active approach.
