The problem is net neutrality is a term without a real definition, and I believe it will used to raise rates, either directly or indirectly.

Consider an ISP providing "basic" service for current prices or "streaming video" service for more money. Someone who logs into Netflix, Hulu, Youtube, or any other on their list will get a banner saying this content is available to our streaming subscribers only. Voila, a rate increase.

Or even worse, consider an ISP merging with Hulu and a user who tries to log into Netflix or Youtube gets a banner saying please join hulu to enjoy streaming video.

Or the ISP telling Netflix you are a hog on our service and we are going to slow you to 56 kbps unless you pay us 10 million dollars per year. Netflix will necessarily need to raise their prices. An indirect rate increase.

There is no end to these kind of scenarios. The reason the ISPs want these regulations gone is to be able to make a lot more money from their users, and one way or the other, they will find ways to do it.
