Sorry, browsers do not create cookies; cookies originate on the web site.
When you request a web page on a site you have never visited before, the web server generates a cookie and sends it back to your browser with the page. For subsequent visits, your browser sends the cookie back, which the web site uses to identify you, or identify your last session state, or shopping cart contents, among other uses.
