I went to the car site you mentioned, and no problem. Fast loading, fast page transitions and video buffering (and I use Cox's slowest speed, about 3 mbs I think.) So if you're having trouble everywhere, it's likely something in your machine slowing things down.
You need to scan for malware (Malewarebytes seems to be the most popular) along with Spybot, in addition to your regular anti-virus scan. You also should clean out all your temp files and cookies. I use IE Privacy Keeper. It's free and works great (with Firefox and Mozilla too!)
And if none of that helps and your computer isn't infected with anything, you need to check your Startup file to find out what (totally unnecessary ;--) programs/apps are set to launch at boot-up. This is a common cause of a slow computer, and you won't know it's happening unless you look and disable/delete all that stuff you rarely use, and can start manually if/when you need them. There are apps from Adobe, Nvidia, Norton, Apple (Quick Time) and many others, which hog memory at the outset and for no reason! So check for that too.
