Aaaargh! Power outage!

After a lot of help from you guys, I got my main system where I wanted it a few years back. But then...

The power went out and when the lights came back on, my system didn't. Could've been worse: Amp just blew the power fuse, and I'm holding out hope that the only thing wrong with my custom Stan Warren preamp is the power supply. My 2kva isolation transformer is dead, and, for obvious reasons, I can't rely on my ineffectual Monster HT 1000 surge suppressor.

Can you all recommend a good power conditioner for under (hopefully well under) $500? API's power wedge can be found pretty cheap. Is the PS Audio Quintet much better? I'm looking for something to protect the whole system, including the amp.

Separately, and this goes beyond audio, but isn't it weird that I've never tripped my circuit breaker? I'm going to get an electrician out here, but does anyone with expertise have an instinct whether there's something wrong there?
