Correct. It is also to couple the speaker to the stand, reducing vibration, and it won't be as likely to get bumped off the stand. It doesn't have to be "Audiophile Approved" Blue Tack either. WalMart should have some poster hanging type clay which will do the same thing.
I've tried these stands, they work, and with a coat or two of paint they actually look pretty good.
For anything as massive as these which are made of metal, you're going to be paying a LOT more than a few cinder blocks and some paint are going to cost you.
