Not always -- ensure that you've read the fine print in your credit card aggrement.

My credit card, one of the big two, from a major bank, specifically says that they will not provide protection in purchase disputes where the purchase was made out-of-state or over 100 miles from your home if the cardholder lives near a state line.

They snuck this into the fine print with a free "upgrade to Gold Card" offer. I learned about it after I got in a dispute with a merchant located out of state. The bank sided with the merchant. Meaning, the merchant says they sent the merchandise and you never receive it.
