Yes and no.

Yes, that UPS isn't to blame, because they are just doing business within the guidelines drawn by the regulators. And something I just thought of is that it must be a major pain for UPS to collect the brokerage fees from the little importers (like me).

No, in that UPS' brokerage fees are a lot more than the competition's which isn't readily apparent to the shippers who, from their experience with domestic rates, may just assume that UPS is the most cost effective method. And one can't assume there is any intent on UPS' part to try to hide the size of their brokerage fees. It's possible that UPS' brokerage fees are more accurate than other private carriers and better reflect the true costs of brokerage, whereas carrier 'B' may spread the cost of brokerage across their whole rate structure, and then domestic customers would have a right to complain.

So who's to blame? ME. I knew that the two common carriers for shipments from the US to Canada are USPS and UPS and that although UPS' brokerage fee is more than 3 times yet they seem to be the "de facto" standard for many shippers, but I forgot once again to request USPS as the carrier and ended out $12.
