Canadian inter-province sales are PST (provincial sales tax) exempt in exactly the same way as your inter-state example, except where the dealer in the other province has an outlet in my province. However, the inter-province sale would still be subject to federal GST.

Now here's a real kicker, and one that I didn't bother mentioning in my previous post. A typical sale of goods from the US to me in Canada would attract both GST and PST and the broker would charge me for collecting both. I didn't mention it on the Heathkit photocopies because printed matter appears to be PST exempt.

So yes, you are correct that collecting the GST at the US-Canada border levels the playing field for, let's say, the Ontario dealer that sends me an amplifier to BC versus a deal with Kevin Deal, however, because PST is also collected at the US-Canada border now it's Kevin that is at a disadvantage.

Which explains why I didn't buy that last amplifier from Kevin, and he should be complaining like crazy to the US Gov't about NAFTA.

Likewise, thanks for raising those issues. We in Canada are very dependent on US-made goods (and audio asylums) so a discussion like this helps to keep our heads up.
