Type 2 error comes about when a subject responds other than at random or near perfectly.

Such situations in audio testing are extremely hard to come by, in fact most of them have to be designed by experiment themselves.

A db or two above the no-detection threshold, for trained listener, in a good test, will suffice to get close enough to 100% to prevent much chance at type 2 error.

That's how it happens when you actually try it.
