"is it possible that a mediocrely-thought piece of music turns out pretty darn good when the recording is improved?"
I absolutely believe what you say could be true however in reality I've never heard a "reissue" of a recording improve it enough to make the music more accessible. On the contrary, I have on several occasions found the supposedly better reissue of a recording detract from my musical enjoyment.
My results however could be a foregone conclusions as I only buy reissues of recordings I like in the first place, unless of course it's a title I can only find as a reissue.
That all said there's been several recordings I rejected in the past because they sounded bad but as my system improved I found them to sound real good and to be musically significant.
