josh358 suggested "acoustical treatment to reduce ambient noise in your listening room" but what you want isn't acoustical treatment if the aim is to reduce ambient noise, it's soundproofing. Soundproofing stops sound getting into and out of the room but shouldn't affect sound inside the room. Acoustic treatment modifies the sound within the room, hopefully producing a more pleasing listening experience.

As for "maximum dynamic range", if you mean the 70 dB or so range that a symphony orchestra is capable of generating (from a roughly 40 dB noise floor to peaks around 110 dB or a bit higher), then you may well be limited by room size. Peaks of 110 dB or so sound fine in the large space of a concert hall but to my ears they sound hard and nasty in a home listening environment which is a very much smaller space. My view is that that kind of extreme dynamic range doesn't work in a home listening environment and that a bit of dynamic compression on the extreme peaks and softest passages is actually advantageous for home listening. I acknowledge that some people don't agree with me on that but that is my view and I'm sticking with it for the present.

Soundproofing rooms is difficult and expensive, especially if you're in an apartment, but it can be done. Whether you'd find it a cost effective approach is hard to predict but if you want to listen to soft passages of music at low level and outside noise is intruding, then soundproofing is what you need to do in order to eliminate the intrusion, unless you're prepared to resort to headphones or moving into a country area miles from your nearest neighbour, and even there you'll likely find wildlife noises that may be a problem.
