The path is the portion uncovered, the wiper is a little set of metal tines that run along the path. I wouldn't recommend doing this weekly, you are more likely to just wear the pot out rather than keeping it clean. It is possible to spray some deoxit in there once in a while instead to "treat" the path chemically.

Driver/rectifier tubes may last indefinitely in some instances. I have had Russian EL34's go two years without being switched off, while Chinese 6L6's go about 9 months before being completely worn out, but it is a great idea to flip a fresh set in and listen every couple of months.
