Since electromagnetic waves are comprised of photons and photons have no mass the equations for Lorentz type time dilation effects don't apply. For the time dilation effects to apply there would have to be two inertial frames, one moving and one at rest, the Reference Frame.

But inertial frames require mass, for f=ma to make sense, inertia is a property of mass, for the relativistic physics to apply. So the answer to your question is no, there would be no difference between time on the electromagnetic wave and your "normal" time, i.e., the time on your watch.
