Fact is that there are LOTS of reasons, - the most important one being sound, - why there are not small, separate headphone amp stages built into most "quality" preamps and integrateds...That being said, it has little to do with the original post regarding the HD600s. They REQUIRE more power than is provided by most small, built in, head-amp sections.....
In many cases, there is simply not enough room to build a "poor quality" headphone amp into the cabinet.....
