That statement seems to only make sense for a 2 way speaker.
But in another sense you are correct even for pure woofers, at last for off the shelf designs. The VAST majority are designed for reflex boxes. I search the net for drivers that work in a closed box and I only find a few and they were usually mainly designed for reflex boxes but just happen to work in a closed box. But boy are they rare.
