Forget the Teslovaks! It seems to me whatever you saved in cost has long been offset by the tubes blowing. My experience is that the Penta sourced tubes are junk. Remember, not all output tubes are created equally. Years ago, there were some EL34s I think from Czechoslavakia that didn't work in cj gear and when tested, failed to meet min. specs.
Go with the Sovteks - and many people feel they sound pretty good too. But unless they're pretested, as cj does for all their tubes in the amps/preamps, it's a crapshoot (it's their time burning the tubes in for 48 hrs and then testing them in the actual circuit to make sure the unit meets specs noise specs for instance that you're paying for. Not some jobber placing it in a tube tester that tests the tubes at 100 V, not say the 550V of the circuit. Big difference). Remember that of the best tubes out there, up to 30% may be rejected by the manufacturer, be they cj, ARC or VAC for instance.
