The McIntosh C42 is a high-end preamp with an 8 band tone control, very transparant, I can't detect any quality loss when its tone controls are used (I can hear differences between cables). It's also very positively reviewed by the German AudioPhile magazine.
I can't understand people with high-end systems without tone controls, if the tonal balance of the recording (or room) isn't right then it's no high-end for me.Another option is to add a studio device like the the Behringer Tube Ultrafex T1954, you can enhance the highs, add harmonics, tighten the bass, etc. It's perfectly safe and transparant for high-end, and very cheap.
