You cannot hire factory workers in Canada at $C 10/hr ... that is below minimum wage in every province. Ontario minimum wage in 2018 will be $C 15/hr. In the fast food industry (McDonalds and similar) Canada issues temporary work visas to mostly Philippine residents to fill jobs. Similarly for agricultural workers, temporary visas to mostly Mexico residents. The significance of this is that in order for a company to apply for such a visa for a position that company must prove it genuinely tried to hire a Canadian for 90 days without success.
