Working for a small manufacturing company that sells outside the U.S. we are sometimes asked for certificates of origin, which allow our products to go into certain countries without the customer paying duties.
The link below has a good description of what made in the USA means but it can get complicated. I think of it in terms of where most of the value is added.
I don't know if other countries use the same definitions, but I would suspect they all have rules as to when they can say it's made in that country.
