Well they did try to start charging bars for what is played on the jukebox. Actually they did get that done with the advent of online jukeboxes.

I remember that lawsuit. Actually it was about video recorders. Their argument held up, that it was for time shifting of TV shows and movies.

Later, when music was recorded on CDs by a dedicated unit they slapped a tax on the blank CDs. Now that personal computers can do it they lost that game. but we got a bunch of CD recording units in the dumpster because it is harrd to get media that will work in it)

The RIAA and record companies are whining that this recording is costing them money. The truth is they are putting out shit. There is an argument right now about Papa Johns pizza not getting the expected returns on their deal with the NFL. But the fact is (BH must have it different) they are putting out shit. Seriously, it is so bad you want to eat the box and throw the pizza out.
