I've "underestimated" shipping costs lots of times. The shipper normally eats the difference without even a mention. (I just did that with a pair of speakers.)I'd pay the $20 and make mention on the feedback that the seller withholds the item when he underestimates the shipping costs, without necessarily giving him an official "negative" feedback rating. This helps prevent the "tit-for-tat" exchanges of negative feedback.
