I think usually the buyer pays for shipping. It is therefore up to the buyer to decide if he wants to pay for the insurance or the premium of having it picked-up and delivered by a very reliable carrier.
If the seller is to be fully responsible for the arrival of the package, he usually has to use a very expensive shipping method. If the buyer is willing to pay for this, sure! However if the buyer only wants to pay for the cheapest way of getting a package from A to B, then that is the sole responsibility of the buyer.
I think the same is valid for the transfer of money from buyer to seller. Usually this is much less expensive and much more reliable though.Whenever I buy something, I usually pick it up myself. When I sell something, I use whichever shipping method is preferred by the buyer. I think both buyer and seller have a joint responsibility for the arrival of the package then.
