The 3950 is a cheap DVD player that many people have modified. I wouldn't be surprised if some commercial modders offer something for this model.
The performance of a lot of cheap gear is limited by a multitude of factors. Unless all of those factors are dealt with (=$$), the maximum performance that can be gained is also limited. More costly gear is less likely to have nearly as many limitations, so the effort and $$ involved with achieving a certain performance level is actually lower than with the cheaper gear, if that level is even achievable via the cheap gear.
I think a lot of people also buy the nicer gear w/o thought of modding it. As they tweak other parts of their system and learn what others with the same gear are doing, the mod bug bites. Modding also typically retains the overall character of a piece of gear while imporving aspects of it. People who like the character of their gear but are looking for better performance can more predictably achieve the desired results via modding. When you attempt to achieve the desired performance via cheap gear, you're making a much bigger change that may alter the character of the gear, and thus the process is less predictable.
