CD pre-emphasis?

I read online (I know, I know) that many CDs were manufactured with pre-emphasis at 10K.

Is this correct? It would go a long way to explaining digital harshness because to my knowledge CD playback does not incorporate any automatic de-emphasis.

Imagine if RIAA de-emphasis was not applied to LPs during playback.

When I use APO to cut about 9 db at 10K most of my CDs and also rips sound much better.

I am running tubed preamp and power amp with ELAC Reference DBR6.2 speakers...
