I spent the greater part of my working life in the record industry and it was always strange or, rather, complex to the point of being Byzantine.

The example you give would probably indicate different owners of the streaming and distribution rights for a given territory. That is not as uncommon as one may expect with the local owner only being licensed to press and distribute copies with "digital rights" being owned worldwide by an internationally operating company (e.g. one of the majors). Various permutations of ownership can exist including some rights being assigned to collecting societies. The artist may have no idea of the total state of affairs and may not be consulted unless it was thought an intended use lay outside of existing contracts/licenses or other arrangements. And in this kind of scenario even consulting the artist doesn't necessarily mean the person themselves but his/her management.
