They just scale and interpolate the missing data. Try getting a 640x480 image and use photoshop or some other software and increase the size to 1024x768. Does it look any sharper? True it may not look as 'pixely' and more smoother than that done without any interpolation, but there is not more detail.
Hence the upsamplers may make the music sound smoother but they do NOT add any information. So you won't get more ambience or hear more detail. Wheras SACD will add the extra details AND still be as smooth as silk.
Personally I think Mr Scull had his head way up his ass when he said that silly statement. Or maybe his ass was stuffed with dCS dollars...
