It doesn't make sense to me. To have low bass fundamental to it is a low resonance frequency for the bass driver. This rare in such a small driver if it even exists. You'd have to make it a heavy cone and floppy suspension, not sounding like a good medium size driver. Plus you need a large box for deep bass although that's large relative to the driver size. Still if all this happened a small driver can't move much air and our ears are much less sensitive to low frequencies than mid ones. So you need to play loud(our ears are flat at 20 Hz at about 100 dB!) and a small driver can't.
Equalization might do it but that would beat the crap out of such a small driver. If the bass response measurement is correct one guess is a room response bump in the 30 Hz region. I have one in my room.
