You've missed the point. Vouching for listening skills is a non sequitur.
I don't consider critical listening skills (or whatever you'd like to call it) to be the end all for reviewer credibility. It should be just one (small) factor.
There are other skills/knowledge that should be brought to the table, that most current reviewers don't have.

We've drifted so far away from a proper reviewer credibility baseline, that most folks don't even know what it is anymore. :)
