Hello RGA, just like almost any company, when you are hired you are told what the company's rules are. Almost all corporations have a thing called an employee manual that spells out their particular set of rules (that generally follows and expands upon both local and federal laws).
Just as at every company, there will be employees who break these rules from time-to-time. The punishment they receive is up to the company - unless it is a criminal offense and charges are filed.
I don't think there are many reviewers (or people in general) that start a job thinking about how they can break the rules to their advantage. One possibility is that (as imperfect human beings) they succumb to temptation at some point in time. Another possibility is that a reviewer (or other person) looks for a job that does not have such strict policies in place. This is often referred to as a "corporate culture", and it is normally a top-down kind of thing. The people in charge both make and enforce (or ignore) the rules. It's one of the reasons that people either stay with companies (they agree with the policies and the ways they are enforced) or they leave the company (as they disagree with the policies and the ways they are enforced).
