I guess you are referring to Qobuz USA? I have been a subscriber for several year to years to Qobuz UK and the issue of dropouts was solved when they launched their new player app in 2017.
Unfortunately it is not possible to compare Qobuz and Spotify in the sense of if Spotify is OK then Qobuz should be. Currently Spotify is only offered as a lossy service using the Ogg Vorbis codec. Qobuz provides a lossless service of which some repertoire is also available as hi-res streams. The amount of data being streamed is significantly greater than that of Spotify. So it is feasible that the connection that you actually get from your ISP is inadequate. It may be worthwhile downloading one of the internet service measurement apps to find out what you are really getting (rather than what your ISP tells you they are providing).
Which Qobuz app are you using? I would suggest that you download the desktop app rather than using the web browser one if you are not already doing so. Certain facilities that Qobuz has ( such as gapless replay) cannot be implemented in a web browser.
