Transparent speaker cables and "the brick"

I bought some speakers and the seller threw in some Transparent speaker cables that are connected to a device called "the Brick" The cables are HP14-4 and the Brick seems to be a noise filtering device, any info would greatly be appreciated ( Like what does it do, is it worth using, what is it's value, how do you use it properly)?
