There are plenty of resources available that competently provide a technical explanation of skin effect. It has nothing whatsoever to do with insulation. Enjoy learning something about the scientific aspects of audio. Although there is some controversy about the audibility of skin effect. That, and means of minimizing it are what should be discussed here.

Personally, I believe it is a factor. There is some aspect of signal transmission through wire that is affected by the diameter of the conductor. I have heard the change in sound between IC's constructed of different diameter wire with all other characteristics being identical. It is not subtle. I cannot prove whether it is skin effect or not.
