Noise from your TT comes from coupling between the metal "chassis" and the phono leads-- the phono cable shields not usually being connected to the chassis. We want to allow the entire grounding system to fluctuate with the noise, hopefully providing a quiet system, so most TT's include an independent ground conductor. This ground lead provides a *non-audio* return path for any externally induced noise.
I'd have to say that the noise on the ground lead doesn't enter into the signal chain, so I don't think it's advantageous to spend much money on it. I'd recommend a budget of $.95, myself. That would be a few feet of nice quality hookup wire- I use silver plated mil-spec 22AWG for about $.25/ft and (2) good tin-plated spade lugs, crimped heartily. A spritz of Caig and happiness ensues.
This is an Asylum and I'm sure someone has heard a difference using some high-zoot ground wire. I don't, but I'm a Bear. I do however think half our troubles in life (audio, computers,cars, house wiring...) come from erratic grounds based on my experience with carrier-based fighter jets in an earlier life.
