It's a new (to me) Rotel RSP-1069, US model, vintage 2008-ish, equipped with an IEC male socket on the rear panel that accepts the standard IEC 320 3-wire grounded female plug, but is absent the ground pin (by design.)
This seems odd and makes me a bit nervous- don't want to electrocute the family or the cat, you know... I'd be happy to replace it if that seemed a good idea.
