RE: Amp makes hi pitched noise, seems to be power related

Sounds like a wiring issue, common to older buildings. Poor or no grounding can lead to this and other problems. There are things you can do; besides moving.
First check 'correctness' of the AC supply coming from your outlet. The $4.00 testers that simply plug into the outlet with 3 LEDs will tell you instantly if there is a problem. A dedicated circuit will surely help but involves an electrician and landlords approval if you rent. If the AC is just noisy or loaded with back EMF from computer etc. or there is DC in the AC, this will cause hum and other unwanted noise.
Once you have determined that the AC at the outlet is properly grounded I suggest you investigate buying a power conditioner. Silver Circle Audio makes a superb one available in three sizes or power outputs. I suggest you google the site and speak with the CEO if you still have questions after reading about these. I recently upgraded to the 5.0 kilowatt model so I have a 1.8 kilowatt available for less than half price should you decide to go this way.
Everything in my system performs better and the noise floor dropped to below audibility. I have to put my ear by my tweeters to hear if my amps are even on.
