...I'll take a stab. First, I'd replace the 5U4GB rectifier with a GZ34 right away. I'm not sure what effect this is having on your amp but they are two different tubes; not even the same pinout type from what I can tell.The replacement of the selenium rectifier with a 1N4000 series diode (4002, 4003, 4005, 4007, etc.) is common and recommended as those selenium rectifiers deteriorate with age.
As for the bias readings, without insulting your intelligence, are you sure you have the range setting right on your meter and you are really talking about .284 VDC instead of 2.84?
