FP3 Tube Problem?

My FP3 was completed a few weeks ago and probably has about 80ish hours on it. There is an intermittent noise problem that has continued since the first few hours.
The noise sounds kinda fuzzy, rather like wind blowing over a microphone. This is sometimes accompanied by a high pitched squeal. When I swap the tubes the noise goes to the other channel. Occasionally the noise come from both sides but is much quieter in the second channel. Tapping on the chassis plate will usually stop the noise. Some days the noise is there, some days not.
Is this a tube issue or just a bad wiring job?
