Foreplay III B+ Supply Help

I've been trying to get my Foreplay up and running for a long time now and I still haven't been able to figure out exactly what's wrong with it. I am still getting some funny resistance readings in the B+ supply which I took apart and rebuilt today. At terminals 4, 7, and 10 I get a reading that slowly falls. At terminal 9 I get a reading of 0. Any idease of what could be causing these problems?
