The left hand knob on top is the input selector. The large knob in the middle is the 1dB per step stereo attenuator. The right hand knob on top is the 10dB per step stereo attenuator. This unit is intended for monitoring and playback and from a logical standpoint I don't suspect that the balance would be adjusted at this late stage in the signal chain as long as the gain of the two tubes are well matched. However in a Foreplay where someone might want to be a little more creative with the playback of their music a balance control could certainly be implemented. I suppose one might substitute for the pad resistors, or wire in series with the pad resistors, a stereo pot wired as counter-wired variable resistors.
