I would "pretend rebuild" the power supply. In other words, start completely from the very first component and soldered connections and check for correct component values, correct wiring, polarity, and component type, then _resolder_.
If there is a wiring error, incorrect component or polarity, or bad solder joint, you should find it that way.
And when you power up again I think the designer recommends puttins resistor in series on first power up for safety reasons?
