Yes, however, each amp would not be as efficient using the bi-wire connection as the internal crossover is wasting the spectrum that it is blocking from the signal. Active biwiring is better because the amp only sees the spectrum that is needs to drive the portion that it is driving.
Another issue is the difference in gain. Unless the two amps are identical or have the same gain, one will be louder than the other, e.g. two much tweeter or too much bass. An active crossover would allow you to both set crossovers as well as gain.
