These are two separate statements essentially unrelated. A well designed solid state amp with a big power supply doubles output as load impedance halves. Many amps don't double down to 4 ohms unfortunately because the power supply really is the amp and what we call an amp is just a variable valve controlling the supply output. There have been a few amps that double down to 2 or even 1 ohm but they are very rare. Generally the better the power supply the better the amp for real speaker loads.
Big power supplies do clip less often but clipping is just that, over pushing the amp. But as long as an amp puts out enough power not to clip it doesn't matter if it doubles.
I will add that better designed amps put out more power into reactive loas, i.e. speakers. Amps are tested into resistors, non-reactive loads. Poorer amps don't even put out rated power into reactive loads especially at frequency extremes. So even an honest power rating may not be real into a speaker load.
